The storm comes first
Hail doesn't wait until the savings account is ready. A replacement often shows up the week after a storm, when the roof has failed and the money hasn't been set aside.
That is the situation Steele's financing option is there for. The need for a new roof can land when you aren't financially prepared for it, and a storm is often the reason.
The inspection stays free
Nothing about financing changes how the work starts. An inspector walks the roof, checks the attic when it tells him something, and writes up what he finds. It's free, and you get the written assessment either way.

Financing is its own conversation

Then the crew builds it
Once the plan is settled, the black-and-lime crew tears off, decks, underlays and shingles the roof. Metal, Class 4 impact resistant shingles and coatings are all options Steele installs, so ask about the material when you call.
